LEGAL NOTICE LEGAL NOTICE Opportunity to Comment USDA Forest Service Payette National Forest Council and Weiser Ranger Districts Adams and Washington Counties Council and Weiser Districts On/Off Allotments Project The Payette National Forest is conducting an environmental analysis of authorizing continued grazing on six "on/off" gazing allotments in the Council and Weiser Ranger Districts. The analysis is to be documented in an Environmental Assessment (EA) and a Decision Notice (DN) ff a Finding of No Significant Impact (FONSI) can be made. Project analysis and documentation must support the deter- minations of no significant impacts (see 40 CFR 1508.27) in order for a FONSI to be prepared The Proposed Action is to authorize continued grazing on six on/ off grazing allotments on the Weiser and Council Ranger Districts consistent with standards and guidelines, management prescrip- tions, and monitoring requirements specified in the 2003 Payette National Forest Land and Resource Management Plan (Forest Plan) and establish a grazing season for all six on/off allotments within the dates of March 15 to November 15 each year. The allotments under consideration in this project are (acres are approximate): 1) Grizzly Creek Cattle and Horse (C&H) - 147 acres of National Forest System (NFS) lands and 280 acres of private land in TI6N, R3W, Section 26. 2) Little Johnson Creek C&H - 321 acres of NFS lands and 322 of private land in T16N, R2W, Section I0.15 3) No Biz C&H - 39 acres of NFS lands and 2 acres of private land in T17N, R4W, Sections 3. 4) Rush Falls C&H- 61 acres of NFS lands and 123 acres of private land in T16N. R3W. Sections 27. 5) Seid Creek C&H - 319 acres of NFS lands and 1 acre of private land in T16N, R4W, Sections 20, 21. 6) Wheelbarrow C&H - 46 acres of NFS lands and 1 acre of private land in T16N. R4W, Sections 27. The allotments cover approximately 1,662 total acres, with approxi- mately 933 acres of NFS lands. Currently they are being adminis- tered to Forest Plan Standards. Opportunity to Participate The Forest Service is requesting comments and suggestions on the scope of the environmental analyses of authorizing continued graz- ing on the Council and Weiser Ranger Districts On-Off Allotments under consideration in this analysis. Comments should be substan- tive, directly address the proposed action, and include supporting reasons for the Responsible Official to consider in the decision (36 CFR 215.2). Comments received in response to this letter will be considered in the EA. Comments received also will become part of the project record and available for public review. Business hours for the Weiser office are 8:00 am to 12:00 pm and 12:30 pm to 4:30 pm, Monday through Friday except federal holidays. Written comments can be delivered in person during those times. Comments also can be submitted by FAX at the number above, but it is the responsibil- ity of the commenter to verify receipt by the Forest Service. Comments also can be submitted electronically. Comments must be in the body of the e-marl message, or as an attachment as a MS Word document, or in a .txt, .rtf. or .pdf format attachment. Please submit comments electronically to: comments-intermtn-payette-council@fs .fed .us When the environmental analysis is substantially complete, the Forest Service will provide an opportunity to comment on the pro- posed action (as required by 36 CFR 215.6) by making available a review versmn of the EA for review and comment for a 30 day period. Those who submit comments during this period will have standing to appeal. It is anticipated that the review EA will be available in July, 2012 and a decision issued in late September.
