Idaho State Police: 45 % to the Highway Distribution Account, 22.5% to the District Court Fund, 22.5 % to the Public School Income Fund, 8.6 % to the State Gereral Fund, 1.4 % to POST. Additional Fees Added to the fixed fee are the follow- ing fees that go to these funds. These fees are also the same across Idaho. $5.00 - County justice fund. This fund was established to provide funding for the operation of the County sheriff's department operation and maintenance of County jails, operation of the pros- ecuting attorney's office, and provision of public tefender service. $10.00 Peace officers training (POST) fee. It costs about $10,000 to put a patrol officer through Peace Officer Standards and Training. POST fees appear more than once in a ticket cost, as you will see under court costs. POST fees have been around since 1983, but in 2005, two academies were added, and the one fee was no longer enough. As a result the legislature passed a bill requir- ing POST to receive money from the court costs as well as in the fine itself. (See belov.) $16.50. Court costs. (Here is where court co,*s go: 59.94 % to the State General und, 30.3 % to the District Court Furl, 9.76 % to POST.) $10.00- ISTARS (Idaho Statewide TriaI Cotr Automated Records System) technolog fund. The "ISTARS Tech Fund;' ges toward technology in the courthou.~s and Supreme Court. All" of the e aipment, computers, digital recording programming and licensing, and the satewide computer system are paid for f~m this fund. $10.00- Emergency surcharge fee. The emerency surcharge was added by the IdahoLegislature in 2010 on people convictedin civil and criminal cases. It was meant to help fund Idaho's court system through the economic downturn. However, it hasn't brought in as much as anticipated. The law is scheduled to expire (sunset) on June 30, 2013. 80% ($8) goes to the drug court, men- tal health court and family court ser- vices fund -- 20% ($2) goes to ISTARS. So, these additional fees add up to $51.50. For a 1-15 mph violation, these fees added to the fixed fee of $33.50 equals $85. For the 16 mph and over violation they add up to $150. Real Life Examples Here are breakdowns where the money goes in two scenarios. Bear in mind that the county adds a $3 fee if you pay your fine with a credit card. Let's say you are leaving Council out by Cenex, and before you get outside of the city limits you are pulled over by a county officer and issued a ticket for going 33 mph in the 25 mph zone. The ticket total would be $85. Here's the breakdown of where your money would go: $30.15 City of Council $12.77 State General Fund $12.08 POST $5.00 Sheriff's office (Justice Fund) $5.00 Dist. Court fund $12.00 ISTARS $8.00 Drug court, mental health court and family court services fund $85.00 For the same $85 ticket, if you made it out of the city limits, the only difference in where the money went would that the $30.15 would go to the District Court Fund instead of the city. Let's say you are leaving Council going south. While you are still in the 45 mph zone, you get stopped by a state officer for going 61 mph (16 mph over the limit). That fine would be $150.
