Adams County is requesting an easement from the Forest Service boundary on Mill Creek Road (50165), then northeast through the Mill Creek Snowmobile Parking area on to Old Cascade Road. The project is located at T. 17N., R. 1E., section 31, approximately 2 1/2 miles northeast of Council, Idaho. For additional informa- tion, please contact Denise Cobb, 102- W. First, it helps serve the purpose of "scoping" under the National Environmental Policy Act (NEPA) regulations (40 CFR 1500- 1508). Scoping is a public involvement process used to determine the scope of issues to be addressed and identify issues related to a proposed action. Second, it provides those inter- ested in or affected by this proposal an opportunity to make their concerns known before a decision is made by the Reponsible Official, Forest Supervisor Keith Lannom. Those who provide timely comments will be eligible to appeal the decision pursuant to the 36 CFR part 215 regulations. Each individual or rep- resentative from each organization that provides comment or otherwise express- es an interest in the project must either sign the comments or otherwise verify identity in order to attain appeal eligibil- ity.
