HUD regula- tions state that the money, minus the city's expenses of $5,271.20, must be given to non-profit organizations that benefit low and mod- erate income people. The remaining total to be award- ed was $16,728.80. The decision as to which groups would get the money was on the agenda at the last city council meeting, but HUD had not yet ruled on which groups qualified, so the council held a special meeting on Monday night. Each council member sub- mitted their ideas for how much to award each of the nine organizations that qual- ified.
