The Adams County Record
The History Corner
Mesa, and a 1943 play
I often get so far behind
in cataloging museum*
photos and other
items that it seems f”
as if I’ll never catch
up. Last week I
had a little time
to go through an
envelope that
Delmer Morris
had sent me last
summer, . from
H e n d e r s o n ,
Nevada.
The photograph
that Del sent shows the
community of Mesa,
Idaho from the air, looking
toward the east. If anyone

little more info about the
smaller houses up to the
right of these homes. The
one on the corner (across
the highway from the ‘

I would appreciate any
information that might
be interesting about this

The other picture shows
a play program from
1943, which
contains some familiar
names. Del Morris, Joan
Lane and Faith Newcomb
were 3rd graders at the
time, and Bonnie Carol
Morrison was in the 2nd
grade. Apparently the play
featured student actors of
all ages.
As some background,
here are some of the things
that were happening
time. Of course the world
was at war, and some of
the recent Council High
School graduates were on
the other side of the planet
someplace. The January
8, 1943 Adams County
Leader said “so ‘ many
people have moved away
for the winter to work in
the war industries and
other centersvof industrial
work, that volume of
business has dropped off
in all lines of business
endeavor.” The Council
Bakery had closed for lack
of business.
That January the Leaders
said ice harvesting “...

operation, Mrs. Belle Ham
and son Claude being the
only ones who still carry
on a once flourishing
industry.”

of the war. Business was so
bad later that summer that
the hot spring closed due
to lack of business.
Ray Phipps was
appointed sheriff in
February, as Ed Wade did
not run for reelection, and
no one else ran for the
position. Katie Marble was
teaching at the Crooked
River School. Union
Pacific was about to build
'a new railroad station at
Council. George and Viola
Gould celebrated their
50th wedding anniversary.

a nearly fatal motorcycle

The high school was
just a little over a year old
that spring, having been
finished at the very end
of 1941.

Warrantless Searches and Non-Searches

What constitutes a
“search” under the Fourth
Amendment? A “search” is
generally viewed to have two '
necessary components: (1)
government activity, and
(2) an invasion of a person's
reasonable expectation
of privacy. Put another
way, a “search” occurs
when government invades
a person’s reasonable
expectation of privacy, either
by (1) physically intruding

protected location, or (2)

technologies to spy on
activities that citizens
reasonably expect are private.
What is “reasonable” varies
among every set of
case—specific facts.
What are Constitutionally
protected locations? The first
one identified is “persons.”
Your “person” means the
parts of your body and
clothing that are not exposed
to the public, including
pockets and undergarrhents.
It also includes your biological
materials, such as blood,
urine and DNA.
The next protected lOcation
is “houses.” What does
the word "house" mean?
Acmrding to the Court, it’s
not, well, just a house. No,
a house is a home and its
file cabinets and lockers), as
well as shopping malls and
retail establishments (but only
during hours when they are
closed to the public).
Finally, there are “papers”
requirement applies. Those
exceptions are: (1) searches
done with the consent of
the person being searched,
(2) searches done “incident
to arrest,” (3) searches of
curtilage. home can be a. and “effects? Papers can be motor vehicles
