Previ- ously, documents that were no longer in circulation were given free of cost to individuals and schools for classroom use. The Idaho Congressman said destruction of the ERDA publications is not :the first such incident reported since the Carter Administration took office. In March of this year, an environmental impact study on reprocessing plutonium in breeder reactors was sup- pressed, allegedly because it did not reflect the Presi- dent's policies. David Rossin of the American Nuclear Society that was the reason given members of the society for suppression of the document, which sup- ported development of breeder reactors. In a June 30 letter to Senator John Durkin, ~eld m said that copies of report, 1554-D, were under embargo by order of the State Depart- ment and not because there was question about the technical merit of the report. Symms said at the time the document was being suppressed, the President supposedly had not yet made a policy decision on nuclear breeder reactors. "Yet it appears that he had indeed made that deci- sion, and that he made it without reviewing scien-. lay. Urethane The General Services Administration will not allow the use of foamed plastics as insulation in a government building unless it is encased in concrete. The Idaho Surveying and Rating Bureau makes up to a 25 per cent surcharge on any building having improp- erly or unprotected poly- urethane insulation. As to Mr. Cline's com- ment that it is only "haz- ardous when in confined spaces, unprotected, and limited air access." Here are several examples of recent ,fires in which foamed plastic insulation prominently figured. factor in the loss. The John ttancock build- ing in Chicago was ignited by a welder's torch catching the polyurethane insulation on the outside of the build- ing, which was covered by metal, and the fire raced up 10 stories or more and only went out when all the foam plastic was consumed. Many of the insurance companies in the Boise area will not insure buildings with exposed polyurethane insulation, and you can well see the reason why. Maybe the people of Idaho, including those in charge of writing and enforcing our building codes, should take a closer look at allowing foamed plastic insulation to be used in buildings. • John C.
