On Monday, Nov. 14, Cou-
nty Commissioners A.B.
Schwartz, Clifford Keppin-
ger and Delbert Higgins
appeared at the Record
office and demanded that we
print the following article
and a letter which they had
received from Mr. Mike
Swallow, personnel consul-
tent for the Idaho Associa-
tion of Counties. We are
pleased to do so. Immedi-
ately following the article
and the letter we are also
printing a paragraph which
they c o m p o s e d and
requested that we publish.
We are pleased to do so. It
will be printed in script type.
Our Editors Note will follow.
"On October 26, 1977 this
paper published the state-
ment that Adams County
employees were the highest
paid in the state. The editor
arrived at this conclusion
based on figures compiled by
a recent I.A.C. survey. The
local newspapers that Adams
county is reported to be the
highest paid county in the
state. In an attempt to verify
that statement, or repudiate
it, I reviewed the survey
questionnaire submitted to
our office by Adams County.
I found that the information
contained in our annual pub-
lication was correctly
reported based on the survey
information. However, it was
not accurately interpreted by
the editor or reporter of your
local paper. They made the
fallacious assumption that
the number of employees
reported on the survey
accounted for the total num-
ber of county employees.
This was not the case. The
survey questionnaire asked
for the total number of
full-time county employees
only; while at the same time,
it asked for the total budg-
eted payroll ]which would
include part-time, seasonal,
and temporary employees].

Dear Commissioners:
It was recently brought to
my attention by an article
published by one of your
total of thirty-three indi-
viduals, therefore, the actual
average annual salary for
your county would be $9844
[including fringe benefits]
and not $12,116. I expect this
has changed due to
employee turnover.
I regret also that I was
quoted out of context. I went
on to say to Mr. Stapilus that
it was my opinion that the
survey was not reliable
enough to be used as a sole
basis for budgetary decisions
regarding employee com-
pensation, though that may
be the case in those counties
where the survey was taken
at face value. I also indicated
that there were a variety of
variables which might contri-

THE RECORD is a new
series which deals with
• yesterday's children.
Each week we will try to
print a photograph of one of
the residents of each of the
communities that the Record
reaches.
Now one could ask "just
what is so different about
that?" and the answer would
be that the photograph is one
taken when that person
shown was an infant or very
young.
'The Record is anxious to
receive baby pictures of resi-
dents of the communities. If
you have a picture to submit
please send it to the Record,
Box 67, Council, Idaho 83612
we will copy it and return it
to you pest haste.

At the time this survey
was taken there w e r e
between 40-43 employees of
Adams County which would
lower the average wage
]with fringe benefits] to
approximately $7,875.
Comments quoted from
Mr. Swallow in an earlier
issue of the Record concern-
ing Canyon County rather
than Adams County as
implied.
EDITORS NOTE:
We have printed the above
material because we believe
every one should have a
right to state their position.
Our use of the material does
not necessarily mean that we
agree with it.
thing to be
clear however: • the
survey was answered by
Adams County the answer
seemed to indicate we had 33
employees. The Association
deducted 7 as being part-
time employees. Now we are
told there were, in fact,
between 40 and 43; which
means more than one
employee for each 100 tax-
payers.
A NICE CHANGE -- In the
picture above is shown one

which fed the pavingmachine

sound of bouncing basket-

1977-78 edition of Lumber-

consists of thirteen candi-

members of last years team
are: Scott Miller, R o y

years Junior Varsity team.

It appears that this years
squad will lack playing
experience for the most part.
The loss of Jeff Muller via
graduation will be s giant
void that will have to be
filled as well as the likes of
Sam Lakey. Jeff Muller is
now a member of the NCC
basketball squad in Nampa.
