we have policies seemingly
scotch-taped together day-
by-day at the Department of
Agriculture. The meddlers
and tinkerers are still at it.
Take, for example, the
US.DA set-aside program.
The program is based upon a
calendar year, instead of a
crop year. R begins January
1. Farmers who designate
wheat as their set-aside will
not be permitted to graze it
or .make hay from it after
January 1. Inaddition,
farmers will be required to
mow or clip the wheat in the
spring to keep it from matu-
ring.
